a further* collegial council, directorial executive as the Swiss know it with its seven equal members,
a further highest public executive designed like that by its constitution
could reduce some specific international pressure onto Switzerland.
would there be a further federal council or national council somewhere on this planet
on another continent, in another region, with a different culture and religious background,
could that executive evolve to a spot of political stability in its realm,
different to the others who stay with the rule of a strong president, prime minister or King.

i'm persuaded directorial executives aren't doomed to fail
and Switzerland isn't the exception confirming a rule.
i'm persuaded such councils could exist in other places on this planet earth.
they could take advantage of their country's specialty artworks,
traditions and cultures or religions,
promote them freely as a neutral country maybe as well.

over time the free parliamentary power trading under the rule
of what can be in the beginning an executive ruled by one party,
but divided nevertheless by the constitution in seven equal chairs of power,
this division will lead over time to a peacefully divided parliament.
a division of parliament which would over time be reflected in the executive
through the establishment of a stable multiparty executive.
one that needs to listen to all sides of a conflict
