tackling migration
And so i propose a work-asylum for immigrants from the south who can't enter switzerland these days because not from europe. they should be able to search for jobs in switzerland and if they find one, they should be able to live in switzerland and work and pay taxes. after ten years they should be obliged to leave the country again and not be allowed to work in switzerland for a time.
this should enable them to profit of the relative higher salary in switzerland and allow them to save some money to start a business in africa or wherever they come from. the reason why i write this is because i think it is a real need as well of the migrants who often flee mainly out of economic reasons and less so for political reasons and thus don't apply for political asylum, as well for the swiss economy who can only profit from increasing its international network.
economic migrants often don't necessarily want to remain forever in switzerland for on one hand cultural reasons and on the other having their family still at home. with today's system they can't afford to go back to their country and lose their permit that allows them to stay here. it's not as if their brother or other relative could come to switzerland and continue send needed money regularly home. the journey is too difficult and too expensive. by allowing economic migrants to work in switzerland, they can come legally at lower cost, reducing the initial burden on their community.
not that it will be a freepass to everybody though as it still will be difficult to find a job in switzerland first. good would be if whole europe would participate in the scheme to have it have real impact. some of the ones on such a work-asylum would want to cheat and not go home, but i think that's not a problem worse than we see today. the incentive to try it in legal manner, to come to europe and work and earn some money and experience with the goal to have a better life thereafter in the country of origin usually prevails.

addendum :
three months tourist visa from anywhere at the tourist's own cost or that of the country of origin and if the migrant can find a job - legal job - and a place to live in all dignity : why send back ? that said, to guarantee a smooth integration, i think immigrants should be taxed the first two to five years more than locals to prevent them from entering a nefast hypomania driven by false hopes arriving in Switzerland, Europe or the States. ( age before beauty principle ).
