In order to readjust safely the balance of power from an over-represented and by the powerless citizens perceived to be abusing community in charge to the direction of the needs of the whole population rather, the old leadership has to beware of the trap of unintentionally undermining the reform efforts of the base of its own community, which thereby would only going to suffer increasingly from the increasing violence stemming from the frustrated and disillusioned splitting parts of the peaceful movements of the other communities, and rather let them advocate for a directorial executive with the goal of having the oppressed part of society able to conceive such a new government based on mutual consent comprised of several equal members as to be good enough ; as just.
The conception is built on the trust reflecting on the new constitution, that is a blind understanding that since the equal councilors are elected in the free political arena, there will always also be one or two of them, who - from a random's citizen perspective - have no legitimacy normally to be elected. Yet since there are several of them, this conception of the sealed contract acknowledges as well that the other councilors ensure - together with the as well agreed judicial, parliamentary and popular checks and balances - that the illegitimate aspirations of the by the said random citizen not to be legitimate perceived councilors can't be brought forward and executed - or at least not in a way and speed that would damage irreversible the freedom or stability of the country.
I shall hence pretend, that Helvetic history could - but not sure would - tell us that the result over time is a relatively safe readjustment of the balance of power through the directorial executive workings of the central administration, brought by the different workings of the new political arena inciting to rather adapt to the different rhythms of the different vectors of the different communities of the society of the country, of which the government has been put in charge of, with the beneficial ( hoped for ) consequence to be able to trade out in peaceful terms otherwise blocking interests, preventing the development and the protection of the country due to a non-match of the incentives inside the over-represented community and the ignored aspirations of the powerless population of the country. This might allow not to lose sight of the talents simmering in the old and future generations and wreck thereby the wealth, freedoms and rights that society had built together (!) and cared for for so long!

And this was my essay imagining the transition to a unity government based on mutual consent*, which - obviously ( in my helvetic mind ) - is nothing else than a government administered by a directorial executive : a ( federal ) council.
